§ 1 Generalities
Library users are obliged to abide by the „Allgemeinen Benützungsordnung der Bayerischen Staatlichen Bibliotheken (ABOB)“ effective for the University Library of the Technische Universität München.
§ 2 Electronic Resources
The University Library is increasingly focusing its acquisitions on electronic resources. The entire collection of licensed electronic journals, e-books and databases can be searched on the Online Catalogue.
All electronic resources are available for registered library users from user PCs in the TUM branch libraries. Furthermore, it is possible for TUM members (students or staff) to access licensed electronic journals, e-books and databases on-campus from any computer within the TUM network or off-campus via remote access.
The following license conditions must be complied with in any case when using the Library's electronic resources:
- Electronic resources licensed by the Library are subject to copyright law.
- Electronic full texts may be printed or saved only for personal use and for non-commercial purposes (science, research and teaching).
- The disclosure of materials licensed by the Library to third parties is not permitted either in electronic or in printed form.
- Systematic downloading of full texts or search results, especially by robots, is prohibited.
Failure to comply with license restrictions will be tracked by the publishers and may result in the complete suspension of the campus license for the entire TUM.
§ 3 Loan and Non-Loan Collection
In all branch libraries, the loan collection are directly available on the shelves – when ever possible.
In general, excluded from loans are:
- rare books and material
- serials and non-bound material
- loose-leaf publications
- microforms
- restricted-loan collection
- reference books
For the purchase of library material the number of items is restricted:
Loan collection: 1 copy for each branch library;
Non-loan collection: 1 copy for each branch library;
Restricted-loan collection: 1 copy for each faculty;
For all other types of acquisition (exchange, donation, legal deposit) the subject librarian decides on the assignment of the items to the different collections.
In case of multiple copies within the restricted-loan collection the subject librarian decides whether the items should be integrated into the loan collection.
For order requests that exceed a certain price limit, the department head for acquisitions and cataloguing and the university librarian must be notified (monographic publications €300, multivolume monographs €600, journals €1000, databases €2000).
§ 4 Loans: Number of Items
Users that are neither part of the academic staff nor the administrative staff of Technische Universität München may borrow 50 items and order 10 items at the same time.
§ 5 Loans
The loan collection may be borrowed for up to 12 weeks (After 4 weeks of guaranteed loan period, items are renewed automatically twice for 4 weeks at a time). However, renewals are not possible, if items are reserved by another user.
Journals from the storage area may be borrowed for 2 weeks. No renewal possible.
§ 6 Loans of Restricted-Loan Collection
Only TUM staff may borrow material from the restricted-loan collection. Student assistants are excluded from this right.
Literature from the restricted-loan collection may be borrowed for a maximum of 40 weeks (After 4 weeks of guaranteed loan period, items are renewed automatically 9 times for 4 weeks at a time). After the 40 weeks period, TUM staff is obliged to return material to the Library.
However, renewals are not possible, if items are reserved by another user.
The University Library reserves the right to limit certain items from loans if the items are needed permanently at the Library. The library staff may also reserve books for administrative reasons.
If a faculty member retires or leaves the department, the faculty is responsible for the return of the library material.
§ 7 Short-Term Loan
A registered library user may borrow items from the restricted-loan or the non-loan collection on a short-term loan if these items are presently available at the branch library. The length of short-term loans is 2 hours before library closing until two hours after opening of the next business day.
In the event of late return, the affected works will be reclaimed at the expense of the customer.
If the due date is missed, the Library is obliged to charge media reclaim fees (§ 18 ABOB).
The University Library reserves the right to limit certain items from short-term loan if needed for in-house use.
The short-term-loan period does not apply to material from other branch libraries of the TUM.
§ 8 Textbook Collection
Each location of the TUM branch libraries (Munich, Weihenstephan, Garching, Straubing) houses a textbook collection of high demand literature. If so required, textbook collections may be set up in other branch libraries as well.
There are at least 5 copies of each title. In addition, one copy is placed in the non-loan collection of the branch library that is covering specifically this particular subject area. If the library carries already 5 copies of the a certain title, all of them should be integrated into the textbook collection.
In exceptional cases (e.g. items out of print) less than 5 copies of a certain title may be placed into the textbook collection. The consent of the university librarian is required.
The faculties are invited to submit purchase suggestions for the textbook collection.
Items of the textbook collection may be borrowed for 6 months (After 4 weeks of guaranteed loan period, items are renewed automatically 5 times for 4 weeks at a time). However, renewals are not possible, if items are reserved by another user.
§ 9 Reserved Course Literature
Instructors may reserve literature for specific courses. The items will be placed on a designated shelf within the open-access area. These items can be taken from the library collections.
If so desired instructors may place private, non-catalogued titles in the reserved course literature. The Library will assume no liability for those items.
These books will not be loaned while the course is being taught.
In general, reserved course literature will be returned back into the collection after the end of the course.
§ 10 Closed Reference Collection
Material purchased with third-party funds may be part of the closed reference collection. The items are at the faculty’s disposal without time restriction.
§ 11 Return of Library Material
In case of overdue items the Library will reclaim the items with reference to the expired borrowing period.
- Items not returned by academic and administrative staff of TUM despite a reclaim procedure will be transferred to the closed reference collection of the chair/institute concerned and the costs of replacing the unreturned library item will be invoiced to the borrower.
- For library users who do not belong to the group of academic or administrative staff of the TUM there will be media reclaim procedure with charges immediately after expiry of the loan period.
§ 12 Inter-Branch Library Loan
A courier service between the branch libraries allows users to borrow items from all branches.
§ 13 Interlibrary Loan
The University Library participates in interlibrary loan service by supplying material to other libraries and by requesting material from partner libraries. Primarily, items from the loan collection are available for interlibrary loan. If certain items or collections are needed for in-house use, the University Library reserves the right to exempt them from interlibrary loan. Lending fees apply to all users of interlibrary loan.
§ 14 Other Services
Items purchased by the faculty with third-party funds for the closed reference collection may receive a catalogue entry against payment. This service will only be offered if library resources permitting.
§ 15 Commencement of Regulatory Statutes
The regulatory statutes for the “Allgemeine Benützungsordnung der Bayerischen Staatlichen Bibliotheken” come into effect on the day after it is made public.
