DEAL Agreements with Springer Nature and Wiley Extended for 2023

TUM is participating in the nationwide DEAL agreements with Springer Nature and Wiley for another year. This allows TUM members continued online access to journals of both publishers and to publish open access with them in 2023. However, for 2024 the contracts cannot be continued in their current form.

The DEAL agreements negotiated by a Germany-wide consortium are so-called publish & read contracts that offer TUM members reading access as well as open access publishing options for the entire journal portfolio of the publishers. Publication costs are covered by the university, thus for the individual authors no costs occur – unless they agree on additional services with the publisher.

The current contract with Springer Nature was extended for a fourth year. Participation in the Wiley agreement in 2023 was only made possible by special conditions for TUM, which were agreed in intensive renegotiations with consortium partners. This curbed the massive price increases resulting from high publication activities at TUM.

Challenges for institutions with a high publication output

The market for academic journals is currently undergoing a fundamental transformation, with publishers' business models moving away from subscription contracts to publication-based funding systems. Institutions with high publication volumes, such as TUM, are thus facing major financial challenges. In the upcoming months, a thorough opinion-forming process will be needed at TUM in order to sort out how the university will deal with the new business model funded by Author Processing Charges (APCs) in the future, and how online reading access as well as publication costs with major academic publishers can be financed from 2024.
